Do you mean a KML with the locations of all districts offices? I downloaded on some years ago at thaigoogleearth, but cannot find it anymore after they reorganized the site.
I have created one myself, it contains other offices additionally to the amphoe, but is not complete, but maybe it helps as well: http://dl.dropbox.com/u/473159/offices.kml
